The Rochester Police Department is the third-largest municipal police agency in Minnesota. It has about 150 sworn officers and 66 support staff. The department runs four divisions: Community Services, Services, Patrol, and Investigations. The RPD shares the Law Enforcement Center at 101 SE 4th Street with the Olmsted County Sheriff's Office. Records staff are on the second floor of that building.

If you need records from the RPD, start with the Records Unit at the Law Enforcement Center. For large or complex requests, the department advises allowing up to 10 business days for a response. You can also submit requests by email at LECRecords@rochestermn.gov or by fax if you don't want to visit in person. Arrest records are public data under Minn. Stat. § 13.82. That statute defines what information police agencies must release and what can be withheld. Generally, public arrest data includes the name of the person arrested, the offense, the date and location of the arrest, and the arresting agency. Some information may be redacted if it falls under a privacy exception.

The RPD responds to most requests within 10 business days. Large or complex requests may take longer. When you submit, include as much detail as you know: the name of the person involved, the approximate date of the incident, and the case or report number if you have it. Fees vary depending on the type of record and the amount of copying involved. Contact the Records Unit at 507-328-6888 for fee information before submitting a large request.

Also, the Olmsted County Adult Detention Center handles jail bookings for the Rochester area. For inmate and custody information, call the ADC at (507) 328-6790. Jail records are separate from RPD records, so you may need both depending on what you are looking for.

Note: Rochester operates under the city clerk as the Responsible Authority for Data Practices. For appeals or disputes over data request denials, the city clerk's office is the right contact.
